Tolls may be introduced at land-based tunnels

Road and Tunnel authority Landsverk may start charging drivers on land in the same way they charge for travel through undersea tunnels.
This is proposed in the latter part of the 2018-2030 national road and traffic plan.
The plan is to spend the toll income on maintaining the national infrastructure.
Careful consideration needed
Landsverk has proposed toll systems for selected roads and tunnels throughout the country.
It is not inconceivable, the plan says, that drivers would simply resort to using the surrounding roads to avoid a tunnel toll, and that could be problematic as some of those roads are in a poor condition and are not deemed safe.
Landsverk is keen to point out that it is therefore crucial that tolls are not introduced in areas where alternative routes are unsafe.
